Take Oklahoma as just one example. On July 1, 2009, Oklahoma started a program which more than doubles its previous incentives. This is just one of many states providing simple tools that, when applied in good measure, offset a substantial margin in approaching high-risk film investment ventures. The state basically writes us checks!
First, they now offer 35% rebates on all qualifying expenditures, and an additional 2% after spending $50,000 on music, musicians or facilities in-state. How about another 25% for your above the line payroll and an additional 12% on top of the 37%. The 12% has one drawback, however, in that it is a non-transferable state tax credit.
To qualify for an additional 12%, we simply need 80% of our days shot in Oklahoma and hire 50% or more of our cast and crew from Oklahoma constituents. When we add that to the Federal tax incentive, which is about to be extended for one year, the potentially recovered costs paid back to our investors approaches 85%.
